{"id":27957,"date":"2025-01-17T16:07:46","date_gmt":"2025-01-17T16:07:46","guid":{"rendered":"https:\/\/www.cassana-inmobiliaria.com\/?p=27957"},"modified":"2025-01-17T16:07:46","modified_gmt":"2025-01-17T16:07:46","slug":"the-government-presents-12-new-measures-to-face-the-challenge-of-access-to-housing-in-spain","status":"publish","type":"post","link":"https:\/\/www.cassana-inmobiliaria.com\/en\/the-government-presents-12-new-measures-to-face-the-challenge-of-access-to-housing-in-spain\/","title":{"rendered":"\u00abTHE GOVERNMENT PRESENTS 12 NEW MEASURES TO FACE THE CHALLENGE OF ACCESS TO HOUSING IN SPAIN \u00bb"},"content":{"rendered":"\n<p>Pedro S\u00e1nchez has announced a battery of 12 new measures<\/p>\n\n\n\n<p>All of them with three priority objectives to strengthen the right to affordable housing: more housing, better regulation and greater aid.<\/p>\n\n\n\n<p>During his speech, Pedro S\u00e1nchez reiterated the Government&#8217;s commitment to solving the housing problem with more resources and new regulations.<\/p>\n\n\n\n<p>The president has stressed that access to housing has become a challenge for Spanish society.<\/p>\n\n\n\n<p>The twelve measures announced are the following:<\/p>\n\n\n\n<p><strong>Transfer of homes and land to the new Public Housing Company. <\/strong>The Government has transferred more than 3,300 homes and two million square meters of residential land to this new entity. To this will be added immediately 13,000 Sareb homes, with a goal of progressively reaching 40,000. Dotar a la Empresa P\u00fablica de Vivienda de un mecanismo legal para que tenga prioridad en la compra de viviendas y suelo.<\/p>\n\n\n\n<p><strong>Provide the Public Housing Company<\/strong> with a legal mechanism so that it has priority in the purchase of homes and land.<\/p>\n\n\n\n<p><strong>Creation of a PERTE <\/strong>for modular and industrialized construction, a strategic innovation plan in the construction sector, which will be located in the Valencian Community &#8211; to contribute to the reconstruction after the devastation of the Dana &#8211; and will seek to reduce costs and construction times, promoting more \u201csustainable and efficient\u201d methods.<\/p>\n\n\n\n<p><strong>Creation of a system of public guarantees for owners and tenants, <\/strong>inspired by the French model, that protect both tenants and tenants who participate in affordable rentals.<\/p>\n\n\n\n<p><strong>A program for the rehabilitation of empty homes, <\/strong>which will allocate aid to those who rehabilitate empty properties and put them up for affordable rent for at least five years.<\/p>\n\n\n\n<p>Propose to Congress the approval of<strong> a tax exemption of 100% of the Personal Income Tax (IRPF) for affordable rentals.<\/strong><\/p>\n\n\n\n<p><strong>Bring to Congress a tax reform of tourist homes, <\/strong>so that they are considered a business and are taxed through VAT like the rest of the economic activities.<\/p>\n\n\n\n<p>Commitment to <strong>change the tax advantage regime for Socimis<\/strong> (Listed Joint Stock Investment Companies in the Real Estate Market) that promote affordable rental housing.<\/p>\n\n\n\n<p><strong>Tax lien of up to 100% of the value of the property for non-resident non-EU foreigners <\/strong>who buy a home in Spain.<\/p>\n\n\n\n<p>A <strong>fund for regional and municipal governments to increase inspections to combat fraud in temporary rentals.&nbsp;<\/strong><\/p>\n\n\n\n<p><strong>A new State Housing Plan in 2026<\/strong>, with more aid and special attention to young people, the elderly, people with disabilities and residents in degraded areas.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pedro S\u00e1nchez has announced a battery of 12 new measures All of them with three priority objectives to strengthen the right to affordable housing: more housing, better regulation and greater aid.
